US will not help pay for Europe's debt woes

(AP) ? President Barack Obama said Monday the United States stands ready to do its part to help Europe with its deepening debt crisis, even as the White House ruled out any financial contributions from U.S. taxpayers.

Meantime, a top European official offered his assurances to Obama and the American people that Europe's leaders fully understood the magnitude of the crisis. But European Commission President Jose Manuel Barroso warned that decisions on how to solve the economic woes could take time.

The annual meeting between U.S. and European Union officials came amid growing fears over the future of the euro. Experts say that without drastic action, the euro could be days away from collapsing, a scenario that could cause more financial damage to the already shaky American economy.

While Obama offered no specifics on how the U.S. may be willing to assist Europe, he said failing to resolve the continent's debt crisis could damage a U.S. economy saddled with slow growth and 9 percent unemployment.

"If Europe is contracting, or if Europe is having difficulties, then it's much more difficult for us to create good here jobs at home," Obama said at the conclusion of the day-long summit.

While Obama has offered support to his European peers, the U.S. believes the Europeans have the financial capacity to solve the debt crisis on their own.

But some U.S. allies, including Finland and the Netherlands, have called for the International Monetary Fund to be bolstered with more capital so that it could in turn help stem Europe's debt crisis from deepening and spreading.

The U.S. is the single-biggest stakeholder in the IMF. And earlier Monday, White House spokesman Jay Carney said the IMF has substantial resources already.

"We do not in any way believe that additional resources are required from the United States and from American taxpayers," Carney said.

European leaders are set to meet Dec. 9 to discuss next steps in tackling the financial crisis. New ideas were circulating Monday for how to finally cap the debt woes that began in Greece two years ago and have spread to other larger economies, most notably Italy.

One idea gaining momentum, was a radical proposal in which countries that use the common currency would cede control of a big chunk of their budgets to a central authority. Some say the proposal would be a big leap toward a United States of Europe, a move that could greatly enhance European stability, but at the cost, critics say, of national sovereignty and democratic accountability.

Another plan being aired in the face of fierce German resistance is for the eurozone's six triple A rated nations to pool their resources through a joint bond to prop up some of the single currency bloc's most indebted members. Germany, the EU's richest member, rejects the idea because it fears it would be tapped for the lion's share of the bailout

Back in Washington, Barroso said Europe's leaders are taking strong steps to solve what he called an unprecedented situation.

"We are absolutely serious about the magnitude of the challenges," he said. "You have to understand that sometimes some decisions take time."

Carney said that Obama, along with Treasury Secretary Timothy Geithner, would continue to stay in close contact with European leaders, including German Chancellor Angela Merkel and French President Nicolas Sarkozy. Vice President Joe Biden will travel to Greece later this week to meet with new Prime Minister Lucas Papademos, who took office earlier this month.

While Monday's meeting between Obama and European Union leaders centered on the global economy, there were also discussions on supporting democracy in the Middle East and North Africa, cooperation on counterterrorism and trans-Atlantic law enforcement, and Iran.

Award-winning poet Ruth Stone dies at 96 (Reuters)

WASHINGTON (Reuters) ? Award-winning poet Ruth Stone, who drew imagery and inspiration from the natural sciences, has died at age 96 in Vermont, her daughter said on Thursday.

Stone, who won the National Book Award in 2002 for her collection of poems "In the Next Galaxy," died last week in Ripton, Vermont, surrounded by her three daughters, grandchildren and great-grandchildren, Phoebe Stone told Reuters.

"She died of natural causes, she was 96," said Stone, who is an author of children's books.

For 20 years Stone taught creative writing at several U.S. universities, including the University of Illinois, the University of Wisconsin, Indiana University, the University of California at Davis and Brandeis. She finally settled at State University of New York at Binghamton.

She was named Vermont's poet laureate in 2007.

A native of Roanoke, Virginia, Stone raised her children alone after her husband committed suicide in 1959. She described her work as "love poems, all written to a dead man" who forced her to "reside in limbo" with her daughters.

Stone was also a finalist for the Pulitzer Prize for poetry and won the National Book Critics Circle Award.

US: No change to missile shield amid Russia threat

(AP) ? The White House says the U.S. will not limit or change its missile defense plans in Europe amid new threats from Russia.

Spokesman Tommy Vietor says the U.S. has been open and transparent with Moscow on its missile defense plans in Western Europe. The U.S. has repeatedly said those plans reflect a growing threat from Iran and would not be directed against Russia's nuclear forces.

His comments follow Russian President Dmitry Medvedev's assertion Wednesday that Russia would target the U.S. missile shield if Washington fails to assuage Moscow's concerns. Medvedev also warned that Moscow may opt out of the New START arms control deal with the U.S.

Vietor says implementation of the New START treaty is going well and the U.S. sees no basis for threats to withdraw from it.

Gaga launches holiday workshop at Barney's (Reuters)

NEW YORK (Reuters) ? Move over, Santa, there's a new colorful dresser in town.

Barneys has gone gaga, as in Lady Gaga, this holiday season with an in-store boutique, a website and several of its famous store windows all given over to the pop star phenomenon.

The tony retailer launched a "12 Days of Gaga" promotion, with different limited-edition items ranging from jewelry to candy to toys available each day on gagasworkshop.com, in advance of this week's opening of its in-store boutique.

A set of acrylic Gaga rings is priced at $18, while $285 will get you a pair of spiked leather moto fingerless gloves. For those in a seasonal mood, there's a 21-inch stiletto boot-style holiday stocking for $65.

Shoppers who would rather browse in an actual building can go to Barneys' Madison Ave. men's store has devoted its entire 5th floor, more than 5,000 square feet, to "Gaga's Workshop," offering gifts, clothing and art and running through January 2.

Shoppers will have to navigate a gigantic Lady Gaga mouth erected around the store's entrance to get in.

The diva turned up clad in custom Chanel and brandishing giant scissors to cut the opening-night ribbon.

Barneys' holiday windows have been a huge draw for decades, and the store upped the ante this year with its Gaga-inspired designs such as "Gaga's boudoir," a posh study in white, ivory and soft gold. The entire thing is made of hair.

Twenty-five percent of sales generated by "Gaga's Workshop" will go toward the singer's "Born This Way" foundation, which focuses on youth issues such as self-esteem and anti-bullying.

The pop powerhouse will have her own ABC special on Thanksgiving night, "A Very Gaga Thanksgiving," which she also directed.

Lady Gaga also presented a surprise for her fans on Twitter on Wednesday, announcing the release of "A Very Gaga Holiday" EP, featuring live renditions of "White Christmas," "Orange Colored Sky," "You And I" and "The Edge of Glory" for $3.99 on iTunes and Amazon.

India opens more to foreign multibrand retailers

(AP) ? India's Cabinet decided Thursday to allow more direct foreign investment in the nation's huge retail industry, a move that could strengthen the country's food supply chain and open India to giant global retailers such as Wal-Mart.

The Cabinet approved 51 percent foreign direct investment in multibrand retail and increased the FDI cap in single-brand retail to 100 percent despite resistance from both allies and opposition parties.

India currently allows 51 percent foreign investment in single-brand retailers and 100 percent for wholesale operations.

Top retailers like Wal-Mart, Carrefour, Tesco and IKEA have long lobbied to free the policy further. Foreign multibrand retailers have Indian partners in wholesale operations now but have no retail presence in the country of 1.2 billion people.

The spokesman for the ruling Congress party, Abhishek Manu Singhvi called the decision "centrist and reasonable." He was speaking to NDTV news channel.

The main opposition, the rightwing Bharatiya Janata Party, decried the move.

"The government has clearly bowed to international pressure," Chandan Mitra, a spokesman told the same TV channel.

Wal-Mart, British-based Tesco PLC and French-based retailer Carrefour welcomed the decision.

"We believe that allowing 51 percent FDI in multi-brand retail is a first important step," Raj Jain, president of Walmart India, said in an e-mailed statement. "However, we will need to study the conditions and the finer details of the new policy and the impact that it will have on our ability to do business in India," the statement added.

"Allowing foreign direct investment in retail would be good news for Indian consumers and businesses, and we await further details on any conditions," Tesco said in its statement.

Tesco currently has a franchise arrangement with Tata Group's Star Bazaar hypermarket chain, supplying merchandies to outlets in India.

Carrefour opened a New Delhi store last year and would not say what explansion plans might lie ahead.

"This legal evolution should contribute to modernize the Indian food supply chain and to fight against food inflation for the benefit of Indian customers," its statement said. It added the decision would help India's farmers and the nation's general economic development.

Ashish Sanyal, managing director of AMP Retail Services Pvt. Ltd, said, "It's a good decision that will benefit everyone." He is a consultant who helps retailers enter India.

More details on the Cabinet decision were not immediately available.

India's $400 billion retail market is the nation's second-largest employer, after agriculture, according to consulting firm Deloitte.

Advocates see the move as a way to strengthen India's almost absent food supply chain ? which is so beset by spoilage, poor infrastructure, hoarding and middlemen that the government estimates some 30 percent of produce rots in a nation with soaring food costs and tens of millions who go to bed hungry each night.

If companies like Wal-Mart and Tesco are allowed to open shops of their own, they may invest billions in improving farming techniques and getting produce into stores more efficiently, bringing down food inflation ? which has averaged 10.5 percent over the last year ? and possibly improving rural incomes.

The Ministry of Commerce says it will cost 76.9 billion rupees ($1.7 billion) to build the additional 35 million metric tons of food storage India needs.

In a July paper, it suggested that loosening restrictions on foreign investment in India's retail sector could be the best way to get more storage space built.

Yet the country has struggled to find consensus because of concerns about what it would mean millions of small shopkeepers as well as the poor.

Sanyal said small businesses had nothing to fear.

"At the end of the day this is like the high tide. All boats will rise. We will learn from the big retailers."

Political deadlock on long-promised reforms like this has helped cool foreign investor interest in India. Policymakers are under acute pressure to find ways to attract foreign currency to help strengthen the rupee, which hit an all-time low against the dollar this week.

Traders say the central bank has been buying rupees in recent days but those measures are unlikely to reverse the currency's plunge absent more far-sighted policy reform.

In July, this year a government committee studying multi-brand retail had cleared the idea and suggested $100 million as minimum investment for foreign companies.

The discussions on opening up India's retail sector have been going on for 10 years.

"There is a limit to how much time we can spend on a decision," Singhvi said.

Toy safety report find some dangers (AP)

WASHINGTON ? Shoppers awaiting this week's traditional kick-off of the holiday shopping season should find plenty of safe toys for children, but consumer advocates say some dangers still lurk.

A report released Tuesday from the U.S. Public Interest Research Group found just over a dozen toys on store shelves that violate federal safety standards for lead and chemicals called phthalates or could present a choking hazard to small children. The toys deemed potentially dangerous included a whirly wheel, a plastic book for babies, a wooden blocks set and a Sesame Street Oscar doll.

PIRG also warned about toys that are too loud and could lead to hearing damage as well as balloons, which cause more choking deaths than any other children's product. About 40 percent of the choking fatalities reported to the government between 1990 and 2010 involved balloons.

The toy industry downplayed the report and pointed to government figures showing sharp declines in national toy recalls.

"All eyes have been on toy safety for several years now," says Joan Lawrence, the Toy Industry Association's vice president for toy safety standards. "I am confident that the toys on store shelves are safe. The toy industry works year-round on this."

Government figures show a continued decline in toy recalls, with 34 in fiscal year 2011 ? down from 46 recalls the previous year; 50 in 2009 and 172 in 2008.

Recalls related to lead were down from 19 in 2008 to just 4 this past year.

PIRG credited a 2008 law that set stronger standards for children's products ? including strict limits on lead ? for helping to make many of the products on store shelves safer for youngsters. The law was passed in the wake of a wave of recalls of lead-tainted toys.

PIRG tested toys and other children's products from major retailers and dollar stores for its 26th annual "Trouble in Toyland" report.

US, Britain, Canada team up on new Iran sanctions (AP)

WASHINGTON ? The Obama administration will hit the Iranian economy with new sanctions Monday, U.S. officials said, teaming with Britain and Canada in an effort to pressure Tehran to halt its suspected nuclear weapons program. The British announced the first measures, declaring they would cut off all financial ties with Iranian banks to stem the flow of funds for its nuclear and ballistic missile programs.

The coordinated actions among the United States and its two close allies represent the first direct response to the U.N. nuclear agency's recent report suggesting Iranian work toward the development of atomic weapons. The report's release has sparked frenzied international diplomacy over how to halt the Iranian threat, with President Barack Obama pressing the leaders of Russia and China little more than a week ago to join the United States and its partners in taking action.

America's financial and energy sanctions will target Iranian companies, the hardline Revolutionary Guard force and Iran's petrochemicals sector, U.S. officials said. The aim would be to build on several American measures already in place to isolate Iran's economy.

The officials spoke on condition of anonymity ahead of a formal announcement later Monday, expected to be made by Secretary of State Hillary Rodham Clinton and Treasury Secretary Timothy Geithner. Canada is also expected to announce new measures against Iran.

Britain's new restrictions included an order that its financial institutions cease doing business with all Iranian banks, including the country's Central Bank. The ban extends to all branches and subsidiaries of Iranian banks, amounting to an unprecedented British attempt to cut off an entire country's banking industry off from the British financial sector.

The sanctions are aimed at "preventing the Iranian regime from acquiring nuclear weapons," British Treasury chief George Osborne said. He said they also were designed to shield Britain's financial sector from exposure to Iranian money laundering and terrorism financing, without offering specifics. It made no references to Washington's allegation of an Iranian plot to assassinate Saudi Arabia's ambassador to the United States.

The report released two weeks ago by the International Atomic Energy Agency alleges Iran has been seeking to acquire equipment and weapons design information, testing high explosives and detonators and developing computer models of a warhead's core. It is the strongest evidence yet that the Iranian program ranges far beyond enriching uranium for use in energy and medical research, as Iran's government insists.

The Obama administration has sought to use the evidence as leverage in making its case to other countries that sanctions against Iran should be expanded and tightened, and that existing sanctions be toughened. It has argued that further isolating Iran's economy was the best strategy for now to prevent Iran from acquiring nuclear weapons, while insisting that the option of using force ? a topic of intense speculation in Israel, Europe and the United States in recent weeks ? will not be taken off the table.

The probability of an American strike, at least, appears remote. Officials believe military action might delay but not stop Iran from developing the bomb, and the diplomatic and political repercussions could be enormous for a cash-strapped U.S. which is still trying to wind down wars in Iraq and Afghanistan.

The U.S. government has already slapped sanctions on dozens of Iranian government agencies, officials, and financial and shipping companies over the nuclear program, and the United Nations has passed four rounds of U.S.-backed sanctions against Iran's economy. But China and Russia appear to stand in the way of any further U.N. measures.

Obama returned home this weekend an Asia-Pacific trip without any firm commitments from the two veto-wielding U.N. Security Council members over stiffer penalties against Iran. Monday's sanctions amount to a `Plan B' for the Washington, which has insisted it is prepared to act unilaterally, or in concert with like-minded governments, to increase the heat on Tehran amid hardening suspicion over its nuclear ambitions.

Rick Santorum Claims He Supports TSA Using Ethnic And Religious Profiling Of Younger Muslim Males

One of the most devout Christians in the GOP field endorsed singling out Muslims for extra screening by the Transportation Security Administration while the only African-American candidate called for racial profiling by another name.

"Obviously, Muslims would be someone you look at, absolutely," said former Pennsylvania senator Rick Santorum. "The radical Muslims are the people committing these crimes, by in large, with younger males" also deserving of more scrutiny at airport checkpoints.

Herman Cain said he was in favor of "targeted identification," another way of saying some people look more suspicious than others. "If you take a look at the people who have tried to kill us it would be easy to identify what that profile looks like." But when moderator Wolf Blitzer suggested that focusing on one sort of person would be like sngling out Christians or Jews, Cain rejected the premise as "simplifying."

Rep. Ron Paul, as is wont in these debates, differed from his rivals. After Santorum noted that Muslims would be "your best candidates" for extra screening, the Texas congressman said, "What if they look like Timothy McVeigh?" referring to the white Christian ex-soldier convicted in 1995's Oklahoma City bombing.

"That's digging a hole for ourselves," Paul said.

There will be a few NPC-ed characters here for the roleplay. Not a whole lot, but enough. After all, it takes more than just one or two people to run an entire corporation like Tech, right? Right. So, here's where we'll keep the NPC profiles. The only NPCs that I'll be accepting here at the moment are those that work for Tech; scientists, higher-ranking staff, those sent out to 'return' the 'experiments' (aka, the Originals at first, then the New Kids as well). Anyone can put an NPC here, but don't just spazz-out and make a whole bunch of NPCs just because you're bored. No, the NPC has to at least have some sort of tie in with the story. Make him/her make sense. That's all I ask, really. Otherwise, the character skeleton doesn't even have to be very good. A few lines for personality is fine; something brief and to the point. Michele Bachmann Income Tax Plan: Everyone Should Pay Two Happy Meals Worth (VIDEO)

Michele Bachmann defended her plan to extend federal income tax to everyone, even if they pay as little as $10 per year.

She said the current system, under which 47 percent of people pay federal income taxes, is unfair because even those who do not pay federal income taxes benefit from the government. The 47 percent figure applies only to federal income taxes, not state income taxes, payroll taxes, sales taxes and other local taxes.

"Even if it means paying the price of two Happy Meals a year, $10, everyone can afford to pay at least that," she said.

Bachmann said the current tax code will not help to create jobs, adding a jab at Obama's political adviser David Axelrod.

"President Obama's plan for job creation has absolutely nothing to do with the true people who know how to create jobs," she said. "He should really be going to job creators if he wants to know how to create jobs. Instead, he continues to go to General Axelrod in Chicago to look for his orders on how to deal with the economy."

US: Arab leaders offered haven to Assad

Some Arab leaders have told the United States they are willing to provide safe haven to Syrian President Bashar al-Assad to hasten his "inevitable" departure from power, a senior U.S. official said on Wednesday.

Assistant Secretary of State Jeffrey Feltman did not identify the countries that had offered a place for Assad to go after seven months of protests against his rule in Syria.

"Almost all the Arab leaders, foreign ministers who I talk to say the same thing: Assad's rule is coming to an end. It is inevitable," Feltman, who is in charge of near eastern affairs, told a Senate panel.

"Some of these Arabs have even begun to offer Assad safe haven to encourage him to leave quickly," Feltman said. He hoped Assad and his inner circle would "head for the exits voluntarily."

Assad has shown no sign of leaving. Syrian troops shot dead eight protesters and injured 25 in Damascus earlier Wednesday, activists said, in one of the bloodiest incidents in the capital since the upraising against Assad began.

More than 60 people have been killed by the army and security forces just since last week, when Assad's government signed a peace plan sponsored by the Arab League.

Western governments led by the United States have called on Assad to leave power. Feltman said the United States would continue to support the Syrian opposition while diplomatically and financially pressuring the regime, "until Assad is gone."

Tightening 'financial noose'
U.S. and European financial sanctions were "tightening the financial noose around the (Assad) regime," he added.

But the United States did not seek militarization of the conflict: "Syria is not Libya."

Deputy Assistant Secretary for Terrorist Financing and Financial Crime Luke Bronin told the committee that the U.S. has effectively used sanctions to let Assad and his regime know that their actions have consequences, NBC News reported.

Bronin said the U.S. sanctions, in concert with European sanctions, have left Syria in financial dire straits.

The Europeans were previously big buyers of Syrian oil, a customer the country no longer has, Bronin said. He also noted trade with Turkey and tourism have dropped as a result of the instability. Turkey has yet to formally sanctioned Syria, they have publicly denounced the regime's actions.

Washington favored multilateral sanctions on Syria at the United Nations, Feltman said, adding that if Russia and China continued to block a Security Council resolution condemning Syria, Washington would consider other steps.

The United States favored European-led efforts to introduce a resolution in the U.N. General Assembly's human rights committee that would insist on access to Syria for internationally recognized human rights monitors, Feltman said.

He feared the transition to democracy in Syria could be long and difficult, and had no answer when Senator Richard Lugar asked who might replace Assad once he is gone.

"That's one of the real challenges, because the opposition in Syria is still divided," Feltman said.

Feltman said the U.S. Commerce Department was investigating whether Internet-blocking equipment made by a U.S. company, Blue Coat Systems Inc, had made its way to Syria, which is subject to strict U.S. trade embargoes.

Blue Coat, of Sunnyvale, California, said in a statement on its website that some of its equipment apparently had been "transferred illegally " to Syria, but that it did not know who was using the devices or exactly how.

It said the company was cooperating with the U.S. government investigation. News reports have said Syria is using the equipment as part of its crackdown on protests to monitor and block Internet traffic.

Conrad Murray Juror on Guilty Verdit: D'uh!


Dr. Conrad Murray was found guilty of involuntary manslaughter on Monday, as jurors decreed this physician played a deciding factor in the death of Michael Jackson.

It wasn't challenging for Murray's peers to arrive at this conclusion, either, one of them told TMZ yesterday.

"It was a concrete decision," a juror said, adding that all members of the panel were in agreement not long after closing arguments.

While many following the case figured Murray's interview with LAPD detectives likely led to his conviction, this juror pointed to the overall body of evidence as proof the doctor acted dangerously and irresponsibly. It wasn't one item, it was all of them combined.

There was never any doubt, the source concluded. Now, he/she is simply happy to return to a "normal life," a luxury Murray will never enjoy again.

Ancient lunar dynamo may explain magnetized moon rocks

The presence of magnetized rocks on the surface of the moon, which has no global magnetic field, has been a mystery since the days of the Apollo program. Now a team of scientists has proposed a novel mechanism that could have generated a magnetic field on the moon early in its history.

The "geodynamo" that generates Earth's magnetic field is powered by heat from the inner core, which drives complex fluid motions in the molten iron of the outer core. But the moon is too small to support that type of dynamo, according to Christina Dwyer, a graduate student in Earth and planetary sciences at the University of California, Santa Cruz. In the Nov. 10 issue of Nature, Dwyer and her coauthors -- planetary scientists Francis Nimmo at UC Santa Cruz and David Stevenson at the California Institute of Technology -- describe how an ancient lunar dynamo could have arisen from stirring of the moon's liquid core driven by the motion of the solid mantle above it.

"This is a very different way of powering a dynamo that involves physical stirring, like stirring a bowl with a giant spoon," Dwyer said.

Dwyer and her coauthors calculated the effects of differential motion between the moon's core and mantle. Early in its history, the moon orbited the Earth at a much closer distance than it does today, and it continues to gradually recede from the Earth. At close distances, tidal interactions between the Earth and the moon caused the moon's mantle to rotate slightly differently than the core. This differential motion of the mantle relative to the core stirred the liquid core, creating fluid motions that, in theory, could give rise to a magnetic dynamo.

"The moon wobbles a bit as it spins--that's called precession--but the core is liquid, and it doesn't do exactly the same precession. So the mantle is moving back and forth across the core, and that stirs up the core, " explained Nimmo, a professor of Earth and planetary sciences at UCSC.

The researchers found that a lunar dynamo could have operated in this way for at least a billion years. Eventually, however, it would have stopped working as the moon got farther away from the Earth. "The further out the moon moves, the slower the stirring, and at a certain point the lunar dynamo shuts off," Dwyer said.

Rocks can become magnetized from the shock of an impact, a mechanism some scientists have proposed to explain the magnetization of lunar samples. But recent paleomagnetic analyses of moon rocks, as well as orbital measurements of the magnetization of the lunar crust, suggest that there was a strong, long-lived magnetic field on the moon early in its history.

"One of the nice things about our model is that it explains how a lunar dynamo could have lasted for a billion years," Nimmo said. "It also makes predictions about how the strength of the field should have changed over the years, and that's potentially testable with enough paleomagnetic observations."

More detailed analysis is needed, however, to show that stirring of the core by the mantle would create the right kind of fluid motions to generate a magnetic field. "Only certain types of fluid motions give rise to magnetic dynamos," Dwyer said. "We calculated the power that's available to drive the dynamo and the magnetic field strengths that could be generated. But we really need the dynamo experts to take this model to the next level of detail and see if it works."

A working model of a lunar dynamo, combined with more detailed paleomagnetic analysis of moon rocks, could give scientists a powerful tool for investigating the history of the moon, Dwyer said. In addition, the study presents a novel mechanism for generating a magnetic field not only on the moon, but also on other small bodies, including large asteroids.

Air pollution in EU still poses major health risks: report (Reuters)

(Reuters) ? Air quality in the European Union remains below some World Health Organization standards, increasing the risk of premature deaths and environmental damage, the European Environmental Agency (EEA) said in a report Wednesday.

Air pollutants, including particles and ozone, lead to 500,000 premature deaths a year in the EU and neighboring countries, as well as a loss of biodiversity.

While overall levels of air pollutants have declined, the EEA report found they are highly concentrated in some cases.

More than 95 percent of the EU urban population is exposed to ground-level ozone levels exceeding WHO guidelines, and 80-90 percent of the same group are overexposed to particulate matter, both of which are linked to cardiovascular and lung disease.

"Europe's air quality is generally getting better, but concentrations of some pollutants are still endangering people's health," said EEA executive director Jacqueline McGlade in a statement.

In 2020, EU estimates indicate that air pollutants will cost 537 billion euros ($741 billion) in human health terms as well as ecosystem and agriculture damage, such as acidification, eutrophication and ozone impact on vegetation.

Several member states have failed to comply with EU air quality legislation and are facing legal action from the European Commission. If found guilty of infringing EU law, member states would be handed financial penalties.

"We are not keen on issuing penalties," said a European Commission air quality expert at a presentation of the EEA report to the European Parliament. "We would prefer the money is used to make changes on the ground."

Court action has forced the hand of local, regional and national levels of EU governments to work together more closely to reduce air pollutants.

The EU plans to review EU air quality legislation in 2013, and evidence already suggests stricter standards are needed.

However, given the resistance from EU member states over the enforcement of current legislation, some question whether stronger measures would be feasible. ($1 = 0.724 Euros)

LOS ANGELES (Reuters) ? She was among the most photographed celebrities of her day, and he is among the top pop stars of his. But whose pictures are worth more -- Marilyn Monroe or Justin Bieber?

Memorabilia collectors and fans of the two stars will soon find out in a four-day, December auction of Hollywood memorabilia, called Icons and Idols, from Julien's Auctions.

The images of Bieber behind the scenes of his music video for "One Less Lonely Girl" and Monroe, which vary from items when she was an unknown to those when she was star, are just a few of the 1600 items from film, music and sports figures expected to go under the hammer in a sale that could fetch $2 million to $4 million, auctioneer Darren Julien estimated.

The 14 Polaroid photographs of Bieber, 17, were taken by a crew member on the video set, and are estimated to sell for $1,200. But when his legion of young "Beliebers" catch wind of the sale, that price could skyrocket to somewhere up around $6,000, Julien believes.

"He is highly collectible, and these kind of photographs rarely go on sale. I don't think Justin ever intended them to go on sale," said Julien.

Yet, unlike a known commodity such as Monroe, star of films including "Some Like It Hot" and "The Seven Year Itch," Bieber still might flame out as a pop idol.

"He's young and in some ways he still has to prove himself, but he's got the talent to be like John Lennon or Paul McCartney. He's got that potential, and he can be at that level of collectibility," said Julien.

The Monroe items range from early pictures of her as a 19-year-old and a never before sold letter, expected to fetch $30,000 to $50,000, she sent to her mother while still known as Norma Jeane and married to Jimmie Dougherty in which she talks of her future hopes.

Also up for sale is an image taken by Cecil Beaton after Monroe became a movie star in which the actress is reclining with a rose. The pictures were put in a Cartier triptych frame and said to be her favorite images of herself. It's estimated sale price is $80,000-$100,000.

With prices like that, it's very likely the Bieber photos will fall far short of Monroe's, but his fans can take heart in the title of his own song, "Never Say Never."

Personal items of late singer Michael Jackson also will be up for sale, including rare candid photographs of the King of Pop with actress Elizabeth Taylor and an oil painting of Disney characters Mickey Mouse and Pluto, painted by the singer.

Other items on sale include garments from Lady Gaga, Cher and the Beatles, as well as a signed guitar from U2's Bono.

Sports fans also have their share of historic memorabilia to bid on, including basketball player Michael Jordan's 1984 John Wooden Award and an original stadium locker attributed to famed Yankees baseball player Lou Gehrig.

Michelle Obama: Students need to confront fears (AP)

WASHINGTON ? Michelle Obama told high school students taking part in a mentoring program at Georgetown University on Tuesday that being married to the president can be scary at times, because he makes the family get out of its comfort zone.

The first lady urged students not to let fear guide them after a student asked about being worried about going away to college.

"I mean this is scary," she said. "Shoot, being married to Barack Obama? He's got big plans. He's always pushing us beyond our comfort zones, and I'm dragged along going, `What's he doing now? No, not this.'"

She told the group of about 50 students from schools in Maryland, Washington and Virginia that she had her own doubts about going from a public school in Chicago to college at Princeton. She said she wondered whether she'd be able to compete with classmates who were wealthier and had gone to some of the best schools in the world. But she said she was willing to work hard and found her strengths.

"One of my strengths was that I had a big mouth, and I liked to talk a lot," she said, adding that she tells her own daughters not to be afraid to speak up.

She said her advice for college students is not to procrastinate, to ask for help and not to get into credit card debt.

"So in college buy what you can afford, which for most college students is nothing," she said.

The students visited classes and toured the Georgetown campus before spending about an hour with the first lady.

Mideast envoys to meet Israelis, Palestinians (AP)

WASHINGTON ? International Mideast mediators will hold separate talks with the Israelis and Palestinians this week in a bid to re-launch stalled peace talks after a series of setbacks that have badly damaged prospects for negotiations, the State Department said Tuesday.

Senior diplomats from the U.S., U.N., Russia and European Union will meet on Friday in Jerusalem with Israeli and Palestinian negotiators, department spokesman Victoria Nuland told reporters. The group, known as the "Quartet," is trying to bring the two sides back to the table with the goal of reaching a deal by the end of next year.

Despite its efforts, the parties are far away from resuming negotiations. The Palestinians have refused to talk unless Israel halts settlement activity, and Israel has retaliated against the Palestinians over their bid for U.N. recognition.

Last week, the Palestinians won membership in the U.N. cultural organization, prompting Israel to announce it would speed up settlement construction in disputed territory and withhold millions of dollars in tax money it collects for the Palestinians.

"We've had a cycle of action and reaction that we thought was counterproductive and difficult, so (we want) to try to improve the atmosphere," Nuland said. "We want to get these parties back to focusing on the Quartet proposal for how they can move forward to narrow the gaps between them, and not focused on other issues that can do damage to the environment for peace."

On Sept. 23, the Quartet called on the two sides to hold a preliminary meeting within a month to discuss the parameters of formal peace talks and then to return within 90 days with proposals on land swaps and security. The preliminary meeting never happened, although the Quartet convened the two sides separately on Oct. 26.

"The objective (is) to encourage them and offer support to them and assistance to them in coming up with proposals for each other on land and on security, which we would hope could be exchanged within 90 days from the end of October," Nuland said.

Ahead of the quartet's meetings, the Obama administration's special Mideast peace envoy, David Hale, will meet separately on Nov. 13 with Palestinian President Mahmoud Abbas and Israeli negotiator Yitzhak Molcho, Nuland said.

Military robots can leave operators at home

MILITARY robots could soon be carrying out dangerous missions abroad while their operators control them remotely from back home in the US.

Ground robots, unlike drones, are limited to line-of-sight control, but the US army's Long Distance Tele-Operation system (LDTO) will add cellular radio so they can be controlled remotely via a secure web portal. This uses a customised interface with a video link to the robot's cameras.

Robots equipped with this long-distance control, developed by the Tank Automotive Research, Development and Engineering Centre (TARDEC) based at Warren, Michigan, could carry out much longer missions.

However, there is still an issue with latency - the lag in communication between operator and robot. Drones rarely need to make sharp turns, but ground robots manoeuvre constantly to avoid obstacles and even a half-second lag makes driving more difficult. The US navy recently tested an intelligence-gathering system based on Autonomous Solutions' Chaos robot that helps overcome this. This has more autonomy than existing robots and can avoid obstacles on its own.

In the future, ground robots could be dropped close to the target area and carry out a mission while the operator remains back at base or in the US. It would also allow a central pool of bomb-disposal experts to virtually move from incident to incident in different countries.

However, some worry that this will pave the way for armed, autonomous robots on the battlefield. "This is another step towards automating death," warns roboticist Noel Sharkey of the University of Sheffield in the UK.

Barnes & Noble's Nook Tablet gets real, we go hands-on (video)

Sure, we can't say we didn't see this coming -- Barnes & Noble today launched its answer to the Kindle Fire. The new Nook Tablet certainly isn't all that new from an aesthetic standpoint, compared with the Nook Color. Walking into a store blind, it would be awfully tough to distinguish the devices -- though the Tablet is bit lighter, color wise. What separates Barnes & Noble's two higher end readers is largely internal. Unfortunately, the products being shown off at today's event weren't quite ready for prime time.

We managed to see a bit of video demoed on the thing, and certainly the screen looked quite nice as it played back the trailer for J Edgar and flipped through the pages of a Spider-Man comic. Unfortunately, we're going to have to spend a bit more time with a final version of the product before we feel comfortable recommending the Tablet, given its $50 premium over both the Nook Color and the Kindle Fire. 92% Drive

As Kingsley Shacklebolt says to Cornelius Fudge in OoP, "You may not like him, but you gotta admit, Dumbledore's got style." Drive is a veritable smorgasbord of style - smorgasbord being both a complimentary and damning descriptor. I'm unfamiliar with Refn's previous work, but I've heard that he is indeed, a style auteur. The hot pink Mistral opening credits and Driver's ivory silk scorpion bomber jacket are just so obviously lame that they're cool. I also enjoy the pulsing beat of the soundtrack, the crooked low angles of Ryan Gosling driving, the silent chemistry of the romantic leads, the slo-mo kiss goodbye, haloed in ethereal mist. However, right around there, the style starts to clash with the narrative, and as such, the latter gets all wonky (to further borrow from HP). It's easy to categorize Driver as a badass. He's a stuntman who moonlights as a getaway driver, but what I like so much about Gosling's performance in the first half of the film is his utterly unassuming, cuter-than-a-puppy demeanor. He seems unaware of his badassitude, and both the character and the film seem perfectly fine with that. The second act reveals the animal that rages within, and it just doesn't ring true to me. What is Driver's motor, if you will? Is he purely motivated by love? That storyline isn't terribly developed since Irene doesn't have much of a personality other than being portrayed by the cherubic Carey Mulligan, whose face I want, Silence-of-the-Lambs-style.Is Driver actually capable of kicking a man's head in so savagely? The bloody firefights are thrilling, but the tone of the movie is inconsistent.

If convicted, Murray faces probation to 4 years

(AP) ? If Dr. Conrad Murray is convicted of involuntary manslaughter in the death of Michael Jackson, he would face a sentence ranging from probation to four years in prison. Here are some of the factors related to sentencing:

? Superior Court Judge Michael Pastor would have complete discretion to decide the sentence. He would receive a probation department report on Murray recommending a sentence. Both prosecution and defense attorneys also would file recommendations. But the decision is his and his alone.

? The judge can consider that Murray is a defendant with no prior criminal record, a circumstance that might mitigate in favor of probation.

? Because of AB109, a recent California prison realignment bill, Murray probably would not go to state prison. If given a prison sentence, he would most likely serve it in the county jail because of prison overcrowding. There has been speculation that he would be allowed to serve a term of house arrest.

? The penal code calls for a convicted defendant to be sentenced in 20 days, but he can waive that time while his attorneys prepare a motion for new trial and an appeal. He could remain free on bail during that period.

? Murray would lose his medical license.

If there is an acquittal, Murray walks free and his bail is exonerated, but he might still lose his medical license.
